Grants and Funding for Artisans in Lazio: The Method, Not the List

Public money for craft businesses in Lazio does exist. The problem isn't that there is little of it, or that it is hidden: it arrives inside a window and the window shuts far sooner than you'd expect. The region's Nuovo Fondo Piccolo Credito 2026, managed by Lazio Innova, had a budget of about 51.7 million euros: the application desk opened on 11 May 2026 at ten in the morning and closed on 18 May, funds exhausted. Seven days. Nuovo Fondo Futuro 2026, opened the same day with around 12.3 million, closed on 25 May for the same reason.

The businesses that got in weren't better writers: they were ready earlier, with SPID, certified email, contribution record and quotes already in order. So this is not a list of grant calls — it ages in three weeks — but a map of where Lazio's calls are actually published and the work to finish before they appear.

Three addresses to bookmark: the Lazio Innova calls section, the grants and notices page of your own province's chamber of commerce, and farelazio.it for regional credit. Newsletters, groups and word of mouth arrive later, and often distorted.

The three channels Lazio grants come out of

The first is the region itself, which hardly ever runs things directly: most measures go through Lazio Innova, the Lazio Region's in-house company, and applications are filed on a single platform, GeCoWEB Plus. Many calls are funded with European money, and you can tell from the way they are written: specific objectives, eligible expenses, aid schemes. It isn't decorative bureaucracy: it's the grid your application will be read against.

The call aimed most directly at workshops is Valore Artigiano. In the 2026 edition, as published on the official Lazio Innova page on 4 September 2026: 2.4 million euros, of which 400,000 reserved for the fashion sector; a non-repayable grant of up to 60% of expenses, capped at 12,000 euros per project, under the de minimis scheme; minimum investment of 5,000 euros. Craft businesses with an operating address in Lazio, on the artisan register and active on the application date may apply; those already supported by the January 2025 edition are excluded. Applications on GeCoWEB Plus from 12:00 on 21 July to 17:00 on 28 October 2026.

The dates and figures in this guide are the ones published on official sources as of 4 September 2026. Calls get extended, rewritten and closed early: always open the official page before you act. No article, this one included, is a valid source for a deadline.

The second channel is the chambers of commerce, and Lazio has three: Rome, Frosinone-Latina and Rieti-Viterbo. Each one only covers businesses in its own district: premises in Bracciano, you watch Rome; premises in Tarquinia, Rieti-Viterbo. It's the channel small workshops underrate most: modest amounts, but a local pool of applicants and shorter paperwork. On the Rome chamber of commerce website, as of 4 September 2026, these three were published:

Voucher Doppia Transizione 2026: 10 million euros for micro, small and medium enterprises with a registered or local office in Rome and its province; a voucher worth 70% of eligible expenses up to 10,000 euros, rising to 11,500 with the bonuses for legality rating, gender parity and youth entrepreneurship, against a minimum investment of 3,000 euros. Pre-loading from 8 September 2026, signed submission from 14:00 on 15 to 14:00 on 22 September 2026, in order of arrival.
Bando Sviluppo Impresa 2026: 2 million euros, 25% reserved for youth-led businesses. Vouchers of up to 5,000 euros net of VAT per business, plus two accessory measures cutting interest costs and the cost of guarantees. You don't file with the chamber itself: applications go through accredited guarantee consortia acting as implementing bodies, until funds run out and in any case no later than 31 December 2026.
Bando Nuove Imprese 2026: 750,000 euros for people who haven't opened the business yet, with 25% reserved for under-35s. It isn't a cheque: it cuts the cost of business-creation support services, up to 2,500 euros net of VAT, and the application goes through the accredited assistance centres listed by the chamber.

The third channel isn't a grant, it's subsidised credit: FARE Lazio, the container for the region's subsidised finance instruments managed by Lazio Innova, with applications through farelazio.it. Underneath sit the two instruments from the opening: Nuovo Fondo Futuro, zero-interest loans from 5,000 to 25,000 euros over seventy-two months, for micro-businesses set up no more than thirty-six months earlier; and Nuovo Fondo Piccolo Credito, from 10,000 to 50,000 euros at zero interest over sixty months, for micro, small and medium enterprises with an operating address in Lazio and for self-employed professionals who are tax resident in Lazio. Both with a twelve-month grace period. These are the ones that buy a kiln or a wheel, and also the ones that close fastest.

First-come or competitive: the difference that decides how you prepare

This is the most useful distinction of all, and the least explained. In a first-come procedure, applications are examined in order of arrival until the funds are gone: what counts is being ready at minute zero. In a competitive procedure the window is long and the quality of the project carries weight: here the time is for writing, not for racing.

Lazio showed both in the same season: the credit instruments opened on 11 May, one closed within seven days; Valore Artigiano 2026 is open from 21 July to 28 October. Check which kind of procedure it is before you even read the eligible expenses. And watch for the third pattern: calls where you don't file the application yourself, but an implementing body or a technical assistance centre does. If you don't know who they are, you have lost the days you needed to contact them.

Artigiancassa, and why the name can mislead

Artigiancassa keeps coming up in workshop conversations. It was founded in 1947 as the Cassa per il Credito alle Imprese Artigiane, and for decades it ran the interest subsidy on loans to artisans under law 949 of 1952. But its structure has changed several times: in May 2024 the company name became Banca Agevolarti, merged into BNL BNP Paribas from 1 January 2025, and today the Artigiancassa name belongs to an entity other than the historic one. The practical consequence is a single one: Artigiancassa is not a grant call, it is a channel, and the pages you find when you search that name may refer to different companies in different years: before taking any condition you read online as current, check whose page it is and how old it is. The same goes for guarantee consortia and trade associations: they save weeks, but you pick them by looking at the agreement in force, not at the sign on the door.

The work you do before the call comes out

This is the part that separates those who get funded from those who watch: none of these steps can be improvised in the week of the application, and all of them can be closed now.

The legal representative's digital identity. GeCoWEB Plus is accessed with a digital identity: SPID, CIE or CNS. An expired SPID, or one belonging to your accountant, means no application.
Certified email that is active and read. The submission confirmation, with its identification code, arrives at the certified address given in the form.
A valid digital signature. On several calls, pre-loading is one thing and signed submission another: check the certificate's expiry date today, not on submission day.
A clean contribution record. Italy's DURC certificate of contribution compliance lasts 120 days. If an irregularity emerges you get fifteen days to fix it, and the call's window will not give them back.
Company records under control. The entrepreneur's digital drawer at impresa.italia.it, from InfoCamere for the chambers of commerce, gives free access with SPID or CNS to company records, deeds and accounts. That's where you check that your activity codes and artisan register entry say what you think they say.
Quotes ready in advance, with the same wording as the budget line you will use in the project: a generic quote today is a contestable item at reporting stage tomorrow.
Your de minimis position. EU regulation 2023/2831, in force since 1 January 2024, sets the ceiling at 300,000 euros per single undertaking, counted over a rolling three-year period backwards from the award, linked companies included. You self-certify it in the application: aid received is checked on Italy's national state aid register.

The recognition that matters more in Lazio than any single call

There is one procedure worth starting regardless of which calls are open: recognition as a business operating in artistic and traditional crafts, provided for by Lazio regional law no. 3 of 17 February 2015 and its 2016 implementing regulation. Two requirements are needed: at least three years on the artisan register, and an activity among the fifteen protected ones listed in annex A to the regulation. The application goes to the artisan register offices at the chambers of commerce, with the professional curriculum of the owner or working partner and a technical report on production stages and techniques. Why deal with it early: it's a status you can process calmly, while a call's window gives you no such thing.

Recognition in artistic and traditional crafts requires at least three years on the artisan register. If you opened recently, the clock starts at registration, not on the day you need the requirement: it's the step you start today and cash in two years from now.

A grant is not a revenue plan

A grant covers part of one investment, once, and you almost always front the money yourself. It doesn't cover the months when the workshop is quiet and, as Lazio's May 2026 showed, it isn't plannable. It pays to work in parallel on how much the space you already have actually earns, and workshops are the most direct route: the same day produces income, contacts and material to publish.
